Application programming with PhP

Hi,
I don't know if this is the place to ask but i cant find the answer on any other forum.
I've heard that PhP has come in a version that is not script language, that is a clasical programming language, is this true?
And if it is, do anyone know wich version it is or what it is called?

I'm not sure what you mean by "a classical programming language", but perhaps you mean php-gtk:
