Mysql Server Hosting Question

I am guessing this is a simple question but I can seem to figure it out. Is it possible to server PHP and MYSQL driven pages from one domain if the MYSQL data-bases are hosting on another.

I always connect to the data-base using local host. How would I connect if the data-bases were run off another domain name.

I hope I am making myself clear.
