Hello,
On some sites that have a forum you are able to choose for example from the first drop down box a value.

depending on the value of the first drop down you cet a selection of values for the seccond drop down.

this all happens without refreshing the page.

is there a way to accomplish this in PHP?

Unfortunately not, that is client side - javascript usually... see

You can populate the fields with PHP though, and create the code, but the work is done by javascript.
