How would I get PHP to reduce the file size of a image on my server without changing the width or height of it. If that isnt possiable then how would I decrease the width and height of the image?

Take a look at the functions:
imagecreatefromjpeg imagecreatetruecolor imagecopyresized imagecopyresampled imageinterlace imagejpeg

You can load it and then output it as a JPEG with a lower quality, and the filesize will be smaller.
Other than that, there's not really a way that I can think of.
