Pulling out Substrings

Anyone know the easy way to take a link like:

http://www.server.com/p/70/index.html%3F371811

and only save the "http://www.server.com/p/70/index.html" part to a variable? The substr function only works when you know the length and I may not know the length on several of them. Thanks.

use strpos to find the position of ".html", then once you have that use substr()
