uploading error

Hi, I've written an upload script which works on most machines and connections, but on one university network, it doesnt work, and this error is produced!!!!

Am I right in thinking this is becuase uploading is disabled?!

here's the error:

I think that you have a permission problem. Make sure that either the apache user has write permissions on the destination directory/file(s) or that the apache user is the owner of the directory/file(s).
