different languages. do i need different code?

this may sound stupid but,

if i am doing a site for a different language, do i need to use that countires language in my code. ex: if i specify a cell height as height=24, do i need to write "height" in french if it is for a french viewer?

my guess is no, but it would seem that a version of explorer installed for someone in france would need to have the browser interpret the french translation of the code....or is html/php/etc... a language (i know it is) of it's own.

All code is ansi which is the universal standard.. and its always in english for some reason. So no.
