Selecting only a part of a field

I have a field that is 8 digits long...basically it's a 4 digit year and then a 4 digit number. so for example

19000001

now, I want to get that number...and then insert it into a new table. put the 1900 in a field and the 0001 in a field. what is the best way to go about doing this?
