I have a virtual private server with root access. I have changed safe mode to off as so:

; Safe Mode
;
safe_mode = Off

Why does it appear to be on still?!? I've restarted the server too?!?!

    make sure you are editing the php.ini file that php uses. run phpinfo() and see where it says php.ini location, and make sure you edit that. after you do restart apache and it should take effect.

      It has taken me all day.....

      ...... but there was a file here:

      etc/httpd/conf/confixx_vhost.conf which over powered the php.ini

      I have a big hole in the wall now that my head has made but I think!!!!!!!!!!! Fingers crossed its al sorted.

      I shall book myself into hospital a bit later.

        Safe mode has mysteriously come back on when I restarted the server. I'M CLINICALLY INSANE I SWEAR!!!

          I have the same problem on Windows XP. Apache 2.0.45, PHP 4.3.1.1.

            It is sooooo nice to meet someone who understands my frustration!!

            I'm considering upgrading to Cpanel instead of Confixx but I'm already payinh $470 a year for my VPS. Cpanel is an extra $240!!

            I dont have that kinda cash.

              I'm frustrated enough to consider re-coding my sites to only pass arguments in safe mode. And that's probably 100 man hours of work. 🙁

              I'd love it if someone more expert knew what was going on.

                My host sorted it for me now.

                However I'm having all sorts of other issues!!! Want to cry.

                  Any idea what the issue was?

                  My web host doesn't have the problem, but my local (dev) server does, meaning I have to be iteratively FTPing fixes up to production. 🙁

                    What server do you use?

                    On my server this was set as a master over the php.ini

                    etc/httpd/conf/confixx_vhost.conf
