well the first step was to "chmod 777" the counter TXT file
it seems to me, from what you say here, that you need to physically change the permission on the text file you're saving stuff to: ar3_manual.txt
so on the web server, change the permission of ar3_manual.txt
to 777.
the links above will instruct you how to do that. you don't say that you tried to change the permission, or did, or did not or ?

hm its not working correctly...
doesn't exactly give anyone a clue as to what could be happening. what kind of error are you getting...
if you are using some type of ftp softare like wsftp or something open that up, find your text file, click on it and go to the ftp commands/chmod(unix) setting...
if you shell into a unix server then go to the dir where the text file is and # chomd ar3_manual.txt 777
follow those links above and check that stuff out.
