security clearence levels

So I need to have different pages have different levels of security so I have created a clearence table with all the different ctagories and I will give the admins the right to simply add a person to each catagory as they see fit.

My question is would it be better to set the multiple clearence levels into cookies (Intranet so I know cookies are enabled) or simply query the DB for the info on each protected page?

Hi,

The cookie would be a bit faster, but it is less secure: If people figure itn out, they coud potentially change the coocky & security levels. Wheres you could write a simple function which returns the security level, and place it in your include file, so it runs at every file you load.

that is my thought process I was just wondering the performance hit to it. we roughly get around 240,000 hits on it a day and this will add roughly 27,000 more hits per day and I was curious as to what kind of performance hit that would take.
