Sounds pretty bogus to me. Most filenames have something to do with their function, especially dynamic link libraries.
If it's part of the OS, you should easily be able to reinstall that particular .dll --- even Win98 had this capability through 'sfc'... I believe that XP will do it automatically, at bootup...
If it's part of an app, Doug G is pretty well right...reinstall the thing if it's borken....
