Help needed. socket_create() problem

I am using sockets on one script. When I run it, I get the following error: "..call to undefined function:socket_create().." at line xx.
I read from the help that sockets "..must be enabled at compile time by giving the --enable-sockets option to configure..".
Does anyone can tell me what is "configure"?, it´s an exe, config file or what?. Can this be the my problem´s reason?. I am using version PHP 4.2.2
What´s wrong here?

Make up a phpinfo script and put it up on your server. This will give you information about the configure command used to build your PHP.

I forgot something important: I am using PHP in standalone, command line mode (without a web server). What do you think?
If I have to rebuilt my php exe, how I do that?. Is there a binary ready somewhere? (Win 98 version)

Oh, you got me there man. I have run programs from the command line in BSD and stuff, but never with Windows. =(
