how to connect?

how can i connect to telnet server, and browser around in with the options i get and submit it trough php.

one hosting company asked me to create a script, online signup form script, which will create account for the client instanly and mail them, but i don't know, should i use telnet or some other to setup the account trough the php.

It all depends on how their server is set up. You can access telnet by using fsockopen() or sockets.

any idea which port do i need to use, for telnet, because ftp port is 21, bu t i dont know which port is for the telnet

The TELNET server listens for incoming messages on port 23, and sends outgoing messages to port 23.
