Could someone break RSS down for me please?

I've been doing some reading on RSS and I'm quite frankly very confused. So could someone just break it down for me and explain what it does, how it works and the various aspects of it? I've been to sites like scripting.com and userland.com and read what they have to say but I'm still confused on how it all works.

What I want to be able to do is tap into something like MSNBC or Fox News Channel (or a news angency, Reuters or the AP would work as well) and post the headlines on my site (with their permission, of course).

I'd appreciate any help very much! 🙂
