what is it called and where can I find more about it?

when you look in a browser and you see www.yoururl.com/index.php?cat=food or anything similar what is it called? I sort of know what it does...it uses a peice from the file and inserts it in the page, using this i'm guessing you'd be able to have 20pages generate with one? Am I right? Yes or no?

If yes please explain where I can learn how to use it.
