printing multiple table sizes

I'm created a dynamic printable report. One page has 4 tables arranged as such:
1 | 2
--+--
3 | 4
For consistency with our paper-based product, we placed a black border around the tables.
My problem is that the information that’s dynamically populating the tables are of different length and the tables borders are not lining up.
For example: if table 1 has 20 lines and table 2 has 24, table 1 is to short.
I’ve tried to statically assign the height on the tables (height=470) but the monitor printout and the printer printout where very different.
I’m afraid I don’t know where to turn or what to do. This is a professional printout representing our company and I can’t give up.
Any suggestions?? Thanks!

You will always find that the screen and the printouts are going to be different. Unless you use something like acrobat where what you see is what you get on the page. My advice is to use acrobat as at least what you see whill be printed out on the page correctly.
