With as many pages as you are talking about, it would be more beneficial to integrate it all into one function with the conditional loops...
This makes it way easier if you wanted to add another level in later...
For example, say you have your Master_Admin level set at 10, your Super_User set at 5, and End_User set at 1.
Later on, you want to add a Backup_Operator at level 8. It would be much easier to add that to one function, than to recode 2000 pages.
Security wouldn't be compromised since the php is parsed before it is ever sent to the browser anyhow.
However you go, just plan ahead and give yourself room for forward planning. In other words, don't number the security levels sequentially (1, 2, 3), because you never know when you will possibly add an intermediate user type (like in my example above)
