Nothing wrong with that. Standard notices. 250 threads is the default.
Apache's httpd.conf could be messed up.
If you did not do ANYTHING and this just started happening one day, something could have gotten corrupted, just by chance, a write error, a bad hard drive, ...
You should check Apache2\conf\httpd.conf or just re-install everything.
Apache taking up 100% of the CPU sounds like something is in a loop. A php script?
