help again haha (DLL's)

Okay, i just downloaded PHP 5.1b and installed it...when i go to start it up they say application failed to start because iconv.dll was not detected.....and then i looked in the DLL directory and saw iconv.dll was there, so am i supposed to load this into win32 or w/e the DLL system directory is?....where is it again?lol🙂
