Help with dymaic page structure

Hello, I want to create a completely dynamic page where the admin can create categories and subcategories without having to touch any code. the only way i can think to do this is use the mysql create table query to create the categories (as tables) then have the table columns be the subcategories. let me know if i am not making myself clear enough..
I have the creating part down, but when it comes time to query the database for the table names, i dont know how. Can anyone throw up a few of the relative functions? Also is this a good way to do it? or should i just use a table to refrence other tables?

Why are you creating new tables.

You may not have ever heard of this before. But think of Table Relationships

Basically it is something from one table is like something in another table.

A good example is making of a comments script for news articles.

You have the news tables like so:

id|title|news

And the comments like so:

id|newsid|comment

news.id = comments.newsid

Basically you should create a seperate table for categories
eg.

catid|category

Then anything that is suppose to be in a category will just require some sort of relationship. Like i showed before.
