Upload Filetime

Using the <input type=file> HTML tag and PHP script that mange the uploaded file I cannot know the filetime of the original file.
I use filemtime($_FILES["tmp_name"]) but it return the time the file was uploaded.

I want to know the Last Write Time as it is on the remote system, how could I determine it?

Here an example:

I upload a file named MyFile.pdf, on my pc this file has Last Write Time 03-04-2001. The uploaded file has Last Write Time today. So I register on db today and not 03-04-2001.

I want to be able to register the actual filetime, that is 03-04-2001 and not the time the file is created on server.
