With PHP, you can't. PHP is server-side, it does all its magic before it sends anything to the client.
You need something client-side, look into Java or Flash.
have you tried windows media - streaming audio ?
take a look at the M$ page for a why to go about it.
theres also the flash communication server- it has a realtime voice chat demo - look on the macromedia website !
