Cant Write or Exec Files on Server, only Read

I am calling a simple web site counter which opens from a php page that writes over the existing data inside a "stats.txt" file existing in the same folder as the calling page.
My problem is that when I did 3 status functions to see why it wasn't working the results were :

"stats.txt"
File is Readable
File not writable
File not executable

I tried different ways of saving the text file such as (.dat), (.doc) and nothing seems to change the results.

I would really appreciate some advice and/or help with this problem. Thanks

set the permissions as writable

on *nix chmod 766 filename.ext
