Security System?

Hey guys,
I am in need of a way to build a security system for a web application I am building.

I need a way of adding users, have an overall admin, and allowing guests to enter.

I have a windows server w/ mysql

DO NOT CLICK ON THAT LINK (#6) - I JUST GOT A WORM FROM IT!!!!!

web.exe loads into

windows/system32/web.exe

attempts to dial out, disables ctr+alt+del, can't be deleted unless you boot into safemode. I had to do a system restore.
Google says web.exe is the Gokar worm.
