Template System or CMS

Anyone know of an easy to use template system for PHP? Something that will simplify coding to an extent?

If not, does anyone know of a decent CMS that is easy to use? I don't really want postnuke/phpnuke type stuff. Any suggestions?

I wanted to use tiki wiki, but I could not get it to work sadly.

I have seen alot of coders using Smarty template system. I couldn't review it as I don't use templates, but it certainly seems to be widely used...
