You can develop one easily utilizing PHP and a database (MySQL or PostgreSQL or even Access 2000).
I hate to suggest this but if you want an easy as well as fast solution, there are thousands of ready-to-use CMS system out there. Just search and you should be able to find one that suits your needs.

I really dont know much about PHP and SQL as far as ready made systems are concerned i had Oxynews system but the problem is that i only want headlines to be displayed on the main page, where as with oxynews the whole story was displayed on the main page.

You can just take out some lines of code and have it displays only the headline. May be you can post the scripts here so that we can try to help you on this. 🙂
