Repeat? Remote file modification time.

I've been searching for this for a while now and haven't found the answer. (Maybe i'm looking in all the wrong places)

Is there a function that will check for a remote file, and if it is there find it's modification time.

If their isn't could someone help me out with the code..

Modfication time? What do you mean? Last time modified?
And what kind file? Text? PHP?
