It is going to be an online Photoshop Battle site.

People come to the site, signup, (so far so good) go to a challenge page and set themselves as awaiting a challenge, or challenge someone who is awaiting one, then submit their volleys, and other people can come in and vote for who they think the winner is.

any suggestions?

Sounds like you need a complete photo gallery system with passwords/login and voting system. Lots of work.
