Is it just my computer or when session.use_cookies is set to 1/On, it updates "index.dat" under the "Cookies" directory in Windows?

Umm, I guess so...

If session.use_cookies is on, and you go to one of your pages that uses sessions, and cookies are enabled on your browser, then your server puts a cookie in your browser's cache that has a session identifier in it. So, the server knows that you are session number "123456789abcdef", for example.

Index.dat is the list/index of cookies in the browser cache. If your server sends a cookie, the browser caches it, doesn't it make sense to add that to the list?

It difinitely makes sense; but index.dat only grows, it doesn't shrink. So when a user closes the browser, the sessionID stays in index.dat forever?

That's the user's problem, right? I suppose it depends on the browser's behavior with cookies. Some folks go through and delete 'em all occasionally. I'm not sure why, except for the ones who don't want anybody to know they've been pr0n hunting ... 😉
