Not sure what you're getting at. I wasn't wanting to run an online bank. I was wanting to develop online banking software. I don't think that most folks who develop courseware own universities.
One of my Web development clients is a bank. My guess is that they'll have to shell out zillions of dollars for a commercial online banking solution; but I wanted to check first to see if maybe there was any GPL'd software out there.
