I want to create a MySql database, but I can't run servers from my home. Is there a way to create a MySql database without actually running a server?

get a friend with a www host, most run MySQL atleast these days... then you can connect to it remotely and modify it or whatever you want
not that simple...none of my friends have a www host....
only other option (if you want this used for a live website) is to pay for a site then.... I havent read the "do's and don'ts" here so I'll pm you with the address of the company I use, and you can do with that what you want 🙂
