I think my php installment is Ok, the browser can not show the outcome of php codes
This means that another service or application is listening to or using one of the default TCP/FTP ports are in use!
have you a FTP server up?
IIS is a slammy server and it installs you manny services automatic....

I installed IIS for a longtime ago, just for playing wargame with it, and i discoverd that the IIS also include a FTP service there was in conflict with my other (default) ftp service!
