session_start() problem

I am new to programming in PHP. I'm testing code written by a former employee and am having a problem with a session_start() call; it's causing the following warning message:

Warning: open(/tmp\sess_b0b206690ad5910b3328a5e244cbd710, O_RDWR) failed: m (2) in file.php on line 6

Seems like a simple problem...
Is there a simple solution?

are you on windows, do you have a tmp folder setup on your machine, do you have your php.ini session path pointing to the tmp folder, etc...

Yes, I'm on Windows...
I have changed the following path in php.ini to a folder that
does exist:

session.save_path = C:\phpdev\php\temp;

This had no effect. I'm still getting:

Warning: open(/tmp\sess_516d68cba8136cac7c2115365f03c95b, O_RDWR) failed: m (2) in file.php on line 6

Is this the path in php.ini that I should be looking at?
