What webserver are you running, Scuba?
From my understanding, and I don't claim to be a profession PHP deleveloper .. but 'superglobal' (a.k.a automatic global, variable) simply means that its available thoughout a whole script.
I had the same problem setting up PHP 2.3.x on Windows 2000 under IIS and had to enable this feature in the php.ini file to work.
Again, I could be wrong, but this is what I did, and it worked for me.
Also, the script written might have needed this, or coded diffrently.
