as PHP ain't a service in windows you can't have a program in the tray controling the websites for pop-up javascript functions....

You can have a page where you type a adress in a test field, and then load the hole site and chect it for javascript and other pop-up functions.....

I just use javascript as a e.g be course it the most used out there!
