How do I make it so that whenever someone clicks on a link within my site that it will display a header from my site.

If I get you right, you want something like about.com, where most of the external URL gets framed, with the About brand at top.

It is pretty straight forward

• create a HTML frameset with 2 rows

• the first row will contain you logo/brand file

• the second row will contain the X URL

• instead of having a static frame src in the second row, put <?echo $loadURL:?>
  eg. <frame src="<?echo $loadURL;?>" ...

• Now for all your links you will have your logo at top you simply use the url to you new frameset and add the loadURL parameter.
  eg.

<a href="my_frameset.php?loadURL=http://domain.com">Hyperlink</a>
