Is it possible to create dynamic charts or dynamic excel sheets
based on values from database and display it on the web using
php?

Go to http://www.google.com/

When the page loads you'll see a rectangular box with a couple of buttons immediately underneath it.

Click in the box and type:

PHP charts

and then click the left-hand button.

What you are asking for is a bigger job, than you are imagine right now...! If you want to do something like this, you can robally use macros, to get data from the php and fill them in you cells in excel...
