php frontend to apache

I am looking for an apache frontend in php or someting like winmysqladmin to apache.

any idea?
what packages are out there?

What do you want to change or view with the front-end?

Edit the php.ini file?

A front-end like that, don't i think exist, becourse php don't have access to change local files, if they are stored other places than the htdocs...
