At a DOS shell:
telnet localhost 25
If you get a "Connection Refused" message (or something similar), it's one or both of these:
1) SMTP server isn't actually running, and so isn't listening on port 25.
2) The SMTP server has been configured to listen on a port other than 25.
-or-
3) The sexed-up Windows 2003 security has port 25 blocked, even though the server is running. Try and unblock it. I haven't got a clue how 🙂
