question about the exec function

I am trying execute a command line execution from a php script but nothing seems to be happening. i used:

exec("c:\test.txt");
exec("start c:\test.txt");
shell_exec("cmd /c test.txt");

and none of those open up the file... any suggestions.

in what fashion do you want the file to open

like shouldnt the file just open if that command line is executed correctly? like i mean it should just pop up on my desktop when it is executed, right? =/

in the end, i just want to run some command line executions from my website on the server. but, it doesnt seem to be running any commands at all.
