Help, I never installed apache but it woun't let me surf

I did not install apache on my machine and do not know how it got there but it is there, rearing it's ugly head when I want to buy new underwear, keep reading.... you will understand.
I work for the government and took my computer to work for a repair by a coworker (after hours of course)
Well this nice person fixed my machine BUT now there is some apache software somewhere and it will not allow me to access sites the government doesn't want me to see, including Victoria's Secret! This friend has left the company and now I am stuck.
I have emailed navrocmil (I guess the host) three times and they offer me no help. I think they think I am lieing and that I wanna look at girls in their panties at work, I just want new panties! PLEASE HELP ME!
I have run the find tool for apache, navroc, linux, virtual host (saw that somewhere online when I was reading what apache is) and it finds nothing.
The exact message I receive is
Forbidden
You don't have permission to access / on this server.

Apache/1.3.26 Server at cache-error.mlrnoc.navy.mil Port 80

PLease help me!

Goto the control panel assuming you are using Windows. Add/Remove Programs and remove Apache. It should then let you surf the net. Im not sure on how you are getting that error though.

planetsim, thank you for taking the time to reply, regretably there is no apache program listed in the add/remove programs tool. BTW I am running windos 98se

Sounds to me you are trying to run through a proxy server that has a list of restricted sites.
Change your net client (IE, Netscape) to bypass the proxy and that should do it --- unless i am totally wrong.

You are absolutely right. Apache is not the root of the problem, its the military proxy server it seems you are using.

Look online for Proxy Server info relating to your Browser of choice.............

Well, I am excited to see if this works, I will not be able to check until Wednesday because the power supply went south in my computer and I am not going to be able to fix it until then.
I'll let you know if that works!

Okay, I went to IE (6.0) and went to tools/internet options/connections and checked in "my Connection" and my "LAN settings". The "use proxy server" is not selected. 🙁 any other ideas or am I looking in the wrong place?

if your running windows check you task manager [ctrl][alt]
See if you have processess running called
ApacheMonitor.exe
and/or and more importantly
Apache.exe
if you have the latter then you have indeed got Apache installed
If you really want to get rid of it just do a search
also Apache is usually installed on the root directory (I'm not sure if it must be) look there.
However I can't see Apache restricting you So I'd tend to agree with the others above...

what message do you get from Apache

Well, I have tried looking in the task manager and see nothing with the title Apache. I am not sure how to look in the root directory, or where is. I have run a "find files and folders" search for Apache and found nothing. At this point, I wish I was 12 and trying to get into a chat room, back in my day we had a commador computer in the library and you never got to use it so I have very little IT training. I'm ready to thow my computer out of a window! I hope there is someone there that can help me.

if you have neither file it is very unlikey that you have apache on your computer, again especially the latter.. which is Apache itself
your root directoy would most likley be C:\
so Apache would be installed in c:\Apache2 (more than likely)

So what message do you get when you try to hit your errr goverment sites?

How and from where are you connecting to internet?

if your at work and you're connected to the internal network your boss probably has locked out some sites.
in IE take a look at tools/internet options/security maybe they set some restrictions.
