How does one setup the mySQL host, username, and password for a database?

I downloaded some code tonight for a project and the installer wants to know the hostname, username, and password. But how can this exist when this database should be created by the installer!

Hostname is the name of the computer (localhost, IP address, etc). Username and password are accounts on that computer that have been granted privileges to perform mysql functions:
