I have worked with php before, but this program I am trying to get up and running is sending me around the bend.
This was the original shipping.php The line in red is what I am trying to change.

I receive this message:

Of course line 16 is the one I have replaced. Obviously, I am missing something that is blantant, would someone please tell me what it is?
Also, instead of Shipping & Returns being output on the page, it says HEADING_TITLE. You can see the page here:
