Safe Mode

Hi,

I'm using Apache 1.3.27 with PHP 4.3.2. I changed php.ini so that safe_mode is On. When I restart apache and look at the phpinfo() then I see that safe_mode is on. However I am still able to include files from another user. Any idea why this is? A bug in PHP? Or is there another setting that needs to be set?
