Dynamic index.php page

Hi, I need to have a simple index.php which writes the original home page when no pageid/catid comes in and I need the data retrieved from mysql to be printed otherwise. I am a c++ programmer and I know html, I just can't for the life of me figure out how to do this. Is there anywhere I can find an example of this? I have been looking for several days to no avail. The way I need this to work is by simply checking if the pageid or catid isset and if not I need it to display the default page and write the links based on the catid. If the pageid is set then I need to write the data to the page and write out the links with the current link highlighted. Seems simple enough doesn't it? Any help would be great!!!

Thanks for the info although what you suggest doesn't really relate to the problem I'm having. I need to know how to get the pageid from the url or whatever. If the user goes to /index.php with no vars passed, where do I look for the pageid var? You have $_GET['pageid'], but I dunno where I'm getting pageid from. I am filling the $result via the dbase which has the pageid but getting it from there makes no sense. Well, I could bable for ever and it will probably just confuse things even more. if you're asking for what goes inside of the if statement then that should probable be in the database section as it is a very simple retrieval issue.
