Web services with PHP

Hi All,

I have to build a web service for my project.
My question is how can I do that. What all do I need in addition to PHP. My data is in the form of numbers which represent the amplitude of a process. e.g - a data file looks like :

44
35
.
.
.
56

Is it advisable to use XML for such data. A point to a relevant article will be highly appreciated. Do you recommend any other prog. language?
