I've been reading about all sorts of 'tagboard' or 'shoutbox' scripts that use a so-called "smart refresh" feature:

Many people put their TagBoards on pages where people will be viewing for an extended period of time. eg: webcam pages, blog pages, etc... To keep the viewer up-to-date you can tell the TagBoard to refresh itself to make sure everyone has all the latest tags. The smart-refresh IS NOT A META REFRESHER it's an intelligent system that REFRESHES ONLY IF THERE IS A NEW TAG! Meta refreshing every few seconds is a total waste of server resources, plus it's annoying and isn't very user-friendly.
I'm writing a tagboard script using MySQL and PHP and I would really like to include a feature that can do what is described above. If anyone knows how this could be done, I would appreciate it!
