mkdir() with safe mode on

I got some trouble with safe mode.

I want to mkdir with mkdir() but my web server set safe mode on. When I mkdir() there always display errors below.

Warning: SAFE MODE Restriction in effect. The script whose uid is 500 is not
allowed to access /etc/passwd owned by uid 0 in /docroot/script.php on line 2

pls show me the solutions for this case.

Unless you're the server administrator, you can't get change this.
