dbx and sql

I was reading manual about dbx, seems good but I don't know why coders does not use! so my question is about SQL syntax, how can I write query could run in different databases, I know there some differents, for example, LIMIT and TOP but same time I know there hackers could walk around, can anyone guide me?

Basic SQL is always standard. Include explicit calls to tables just to be safe.

SELECT <table>.<field> FROM <table> WHERE <field> = '<value>'

I guess you mean

SELECT $fields FROM $db.$table WHERE $fiels = "$value"

but what about

SELECT $fields FROM $db.$table WHERE $fiels = "$value" LIMIT 0, 10

this will run on mysql but not on mssql or orcale
